Identify challenges, opportunities of globalization in regional context, PM urges CIRDAP members

Prime Minister Sheikh Hasina today called upon the CIRDAP members to identify the emerging challenges and opportunities of globalization in the regional contexts side by side with taking united efforts to ensure welfare of the common people of the region. "The CIRDAP member states need to identify the emerging challenges and opportunities of globalization in the regional contexts and sharing of experiences of poverty reduction with each other that could help them mutually," she said. While inaugurating the international conference centre (ICC) of the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) here this morning, the Prime Minister said the impact of climatic changes on low-lying countries has already been felt. "So, we need to use our collective endeavors and wisdom to find out workable solutions to our common problems," she said. Sheikh Hasina said the CIRDAP members should work together to ensure welfare of the common people by establishing every country of the region as a modern, developed and peaceful one. "In some cases, individual efforts are successful but sharing experiences to overcome problems and challenges by the member countries of the CIRDAP would give even better and more fruitful results," she said. LGRD and Cooperatives Minister Syed Ashraful Islam, State Minister Jahangir Kabir Nanak, Secretary of Rural Development and Cooperatives Division Dr Mihir Kanti Majumder and CIRDAP Director General Dr Cicep Effendi also spoke on the occasion. The Prime Minister said Bangladesh feels proud as its capital Dhaka is the headquarters of CIRDAP, a regional and intergovernmental organization with 15 member countries. She said Bangladesh is well-known for its different rural development models, and Comilla Model, acclaimed nationally and internationally, which was launched in the name IRDP after the independence in 1972. Sheikh Hasina mentioned that Father of the Nation Bangabandhu Sheikh Mujibar Rahman had the vision to have one village one cooperative to transform rural Bangladesh as `Sonar Bangla.' The Prime Minister said on behalf of the people of Bangladesh, she presented "People's Empowerment and Development Model" in the UNGA in 2011 in a bid for global peace. "The 193 member states of the UN passed the proposal, while our proposal 'Culture of Peace' presented in 2011 was also approved," she said. Sheikh Hasina said despite the global economic recession, the country's economy is now founded on a strong footing. "All the macroeconomic indicators are showing positive trends and now we can proudly say that despite multifarious adversities and limitations, the country is on the track and moving forward," she said. The Prime Minister said international agencies, including the United Nations, have lauded socioeconomic advancement in Bangladesh. "We have achieved 6.5 percent growth on an average despite global economic recession. Our foreign currency reserve has reached 14 billion dollar and it is the highest reserve in the history of Bangladesh," she said. Sheikh Hasina said the revenue collection has been doubled, and as a result, the government could be able to spend more money in development programmes. She said the socioeconomic development has been expedited and the government has allocated Tk 55,000 crore to Annual Development Programme in the current fiscal year. The Prime Minister said social safety net has been widened through expanding age allowance, widow allowance, freedom fighter allowance, disabled allowance, VGD, VGF, test relief and food for work programmes. "These steps helped decrease country's poverty rate by 10 percent during the last four years," she said. Reiterating her government's firm stance against graft, the Prime Minister said the Anti-Corruption Commission has been strengthened and it is now working independently. She said the government has set a goal to make a 'Digital Bangladesh' by 2021. "To materialize our vision of Digital Bangladesh by 2021, we have taken various measures, including expansion of ICT in the public sector," she added. Referring to the commitment of the Indian government to establish an ICT centre in the CIRDAP-ICC building, Sheikh Hasina hoped that all CIRDAP member countries will come forward with similar support to give CIRDAP an image of regional solidarity. She suggested CIRDAP member countries for working together to formulate new policies and action plans on sharing the best practices on ICT leading to rural development for mutual benefits. "The envoys of all CIRDAP members countries located in Bangladesh can support this noble mission to make this ICT Centre a hub and sharing the best practices on rural development and poverty alleviation," she said. Earlier, the Prime Minister opened the newly-built CIRDAP ICC building by unveiling its plaque. Official sources said Bangladesh government has provided Taka 16.10 crore for construction of the CIRDAP-ICC building beside the Chameli House at Segun Bagicha. The Public Works Department under the Housing and Public Works Ministry executed the project, while the Rural Development and Cooperative Division was the coordinating agency. Located in the heart of the city, CIRDAP ICC has been designed as a modern international conference centre with the state-of-the-art facilities where all types of national and international convention, seminars, symposiums, conferences, workshops and meetings can be conducted.
